Slow flow without actual return water
Record the time, rainfall relationship, lowest affected opening, and whether the symptom has happened in prior storms. Arrange inspection before the next forecasted heavy rain rather than waiting for an overflow to confirm the pattern.
Water rises or returns at a low opening
Stop unnecessary drain discharge and prevent automatic appliances from starting new cycles. Do not reproduce the symptom. If water is near electrical equipment, the electrical safety route overrides ordinary drain guidance.
Public evidence and private responsibility are separate questions
A visibly overflowing street manhole, utility advisory, or reports from separate nearby homes can justify notifying the local sewer utility even when you do not know your wastewater-system type. That does not establish who owns the failed section at your property.
For septic properties
Saturated soil changes the response. Reduce water use and avoid pumping or driving over the area until a trained local provider evaluates conditions.
